Luxemburg
On 19 February 2008, the Parliament of Luxemburg passed a law (30 votes to 26) that legalises voluntary euthanasia and assisted suicide.
While the Bill has had its first reading in Parliament the same year it was not until March 2009 that the law was finally enacted.
This was due to the Head of state of Luxemburg refusing to sign the Bill into law. A Constitutional change was necessary to bring about the full enactment of the new law.
